Abstract

Although it has been three years since the Great East Japan Earthquake, the affected areas continue to face tough conditions and concerns regarding local community reconstruction and the viability of communities themselves remains. When it is difficult for local residents to reconstruct their communities on their own, they must utilize resources from entities such as the government and NPOs. What becomes important in such cases? In addition, there may be cases when the residents cannot return to their homes due to either the nuclear accident or the damaged seawalls for tsunami protection. In that case, how and what types of community organizations should be formulated? In the affected areas with many elderly people, what types of reconstruction support can be provided using information and communications technologies (ICTs)? This paper intends to consider how communities in affected areas can be reconstructed.
