Policy Management Characteristics of Chinese State-owned Enterprise

Abstract
Many factors reflect the complexity of China’s state-owned enterprises, the representative characteristics of which include the state, marketization, and the mixture of both. This paper examines the policy management of state-owned enterprises (SOEs) using qualitative and quantitative methods. For instance, with regard to law-level policies, the negative skewness distribution shows quantitatively that the frequency of policy making is concentrated well above the mean with the ministry level regulations. The qualitative results indicate that the legal effects on SOE embody policy intention, SOE promotion remains an essential policy but there is a tendency for it to be adjusted and altered, SOE management characteristics are subject to diversified policies, and that there are differences in SOE domestic and overseas performance, for example operating in a single monopoly or multiple market participation.
