Evaluation of Investment Risk of Solar Power Projects Based on Improved TOPSIS Model

Abstract
It is certain that China’s solar power industry has been developing rapidly and is having a broad prospect since the start of the 21Century. However, both the government and enterprises have not had an effective system of the investment risk evaluation of this industry so far. In order to avoid the subjectivity and blindness about the investment, a feasible evaluation index sys-tem of the investment risk of solar power projects is established in this paper. Based on the weight determined by the three-degree Analytic Hierarchy Process, an improved TOPSIS model is utilized to judge. In this model, we adopt the Minkowski distance, which can solve the over weighted problem in the original TOPSIS model effectively. We also hire expert group to make de-cision so that the assessment results will be better in line with the objective reality. Finally, a representative case illuminates the application as well as proves the operability of the model.
