Managing for Sustained Success of Recruiting International Students Based on ISO 9004 Model

Abstract
One of the goals of higher education is to train up human resources with international perspectives and professional ability. Faced with the trend toward global competition, higher education has to be developed toward internationalization in order to strengthen a nation’s competitiveness. This study explores how technological and vocational colleges/universities in Taiwan recruit international students based on International Organization for Standardization (ISO) 9004:2009 in order to achieve the managing for sustainability. It adopts PDCA (plan-do-check-active) cycle methods to analyse how the case university reaches its goal of recruiting the international students. It is found that the case university develops its recruitment strategies based on its missions and visions, and then adopts process management, innovation and self-learning by integrating its resources to fulfil its goal.
