Abstract: On the ages in this knowledge-based economy, improving the knowledge management ability is the new challenge that the high-tech enterprise faces, the level of knowledge management ability directly influences a high-tech enterprise of core competencies. Based on knowledge management and business capabilities’ theories, firstly hierarchical structures of criteria are defined on knowledge management capabilities of R&D branch for High-tech Corporation. Secondly a fuzzy evaluation model on knowledge management capabilities is developed. Finally a case study for R&D centre of Asiainfo Linkage is made, whose knowledge management capabilities are evaluated systematically then management problems exiting are shown in knowledge protection, organization structure, etc., and some recommendations are provided such as to set up a chief knowledge officer and establish perfect measures of knowledge protection.

Abstract: In this thesis, the author explored Multi-temporal management problems of raster data in GIS. The main idea is to use the method of sub-band storage management, and use the ways of a combination of online and offline to manage the multi-temporal raster data. Based on ArcGIS and Oracle 10g platform, the authors used the VB.net and other tools for secondary development work, in order to design and implementation a raster database system of multi-temporal management module. Its function is to be able to Simply, conveniently and efficiently manage multi-temporal remote sensing data.

Abstract: Elastic imaging of circular inclusion in 2D elastic medium is considered. Suppose a circular inclusion embedded in a homogeneous, isotropic elastic material. The object is subjected to an arbitrary incident acoustic wave from far-field. The authors use four equations to present elastic imaging method by Kolosov–Muskhelishvili’s analytical solutions. Basing on displacement field derived from analytical solutions, several elastic parameters are computed, including three of nine stress tensors, axial, and shear strain tensors field for imaging. The method is applied to solve imaging problems by elastic mechanical properties. Experiments show the reconstruction shear modules distribution simply derived from shear stress and strain tensors field presents a good agreement with the given value, which illustrates the effectiveness of the method.

Abstract: Using many social science methods, this paper analyzes the inactive reaction on management participation frustration for employees. According to these results, this paper gives three countermeasures, such as the rebuilding the view of the value of the employee management participation for leaders in enterprises, using the goal oriented to remove the inactive reaction on management participation frustration and adjusting their mental when they feel frustrated.

Abstract: With the rapid development of High-tech SME clusters, the financing problems have become increasingly prominent. While the Collective Bond financing has met high-tech SMEs’ demand well. This paper applies literature research and comparative study analysis of the internal mechanism of High-tech SMEs Collective Bond Financing, based on Coordination Theory. By application of the data of “07 Zhongguancun Bond”, the first Collective Bond of China, analysis the negative effects that may exist are the cluster form, issuers screening, security system, building and other. On the conclusions proposals are put forward to optimize High-tech SMEs Collective Bond Financing, including perfect the screening mechanism of financing cluster formation process, build a sound financial cluster security institutions, improve the multi-level financing security system and reduce financing costs.

Abstract: The information equipment manufacturing in Fujian is new industry which has gradually risen after the reform and opening, after this period of development, the information equipment manufacturing industry in Fujian province has taken shape and obtained a certain result. Abstract: Some existing researches reported that high frequency QRS complex (HF-QRS) is shown to be a more sensitive indicator of myocardial infarction (MI) and ischemia than that of standard ST segment analysis. It was investigated that HF-QRS was incorporated in the feature extraction to detect MI. An algorithm for different MI stage discrimination was proposed in this study, including clinical diagnosis parameter measurement from the derived steady electrocardiogram (ECG) patterns to represent a specific patient, feature extraction from HF-QRS, feature dimension reduction by linear discriminant analysis (LDA) and a relevance vector machine (RVM) based classification. The experimental results show that it is beneficial for MI classification using the features extracted from HF-QRS.

Abstract: The role of proportional-integral (PI) controller as a speed controller for induction motor in high performance drive system is vital. However, the PI controller is slow in adapting to speed changes, load disturbances and parameters variations without continuous tuning of its gains. Hence, an on-line self- tuning scheme using Fuzzy logic controller was proposed. On the basis of conventional PI regulator, a Fuzzy PI speed controller was designed according to speed error and its rate of change, which could adjust the proportional coefficient kp and integral coefficient ki dynamically to adapt the speed variations. Simultaneously, a new strategy of RBF neural network which replaces the Fuzzy inference is also proposed and applied to DTC system. It is unnecessary to initiate complex search and inference, and may have the output results through the high speed parallel distribution computation. The comparison with conventional PI speed controller shows that the proposed method reduces the flux, speed, current and torque ripples. The validity of the proposed method is verified by the simulation results.

Abstract: As the big marketplace in the globe, China is considered a significant target of Foreign Direct Investment (FDI). Recently, with the FDI inflow and resource distribution all over the world, China automobile industry has been witnessing great changes. When it comes to FDI quality in China auto industry, some literatures focus on economic structure and international competitiveness. In view of this, this paper attempts to analyze the essential factors influencing FDI quality in China automobile industry, with respect to the level of FDI absorption and resulting of FDI utilization. Based on the historical development and current situation of FDI in China automobile industry, some innovative measures have been proposed to promote the quality of FDI in China automobile industry.

Abstract: Institutions are unprofitable functional departments which are based on the principle of government function and public service. Enhancing the staff’s responsibility is very useful to build a harmonious country. Abstract: In this thesis we aim at the key question in the intelligent transportation information system, for prediction of queue length at signalized intersection is urgent to be solved. Think about this, here we put the key point in vehicles. Combining with various traffic information queue length model at signalized intersection was established. Then estimated the model utilizes the actual data from a road of Zibo. The results showed that the model we established had a higher precision than usual queue length estimated model.

Abstract: Hydropower generation has contributed to reduction of anthropogenic greenhouse gas emissions from fossil fuels use. However the uncertainty of water inflow brings about price volatility in electricity markets. The capacity market mechanisms have been built up in order to hedge price volatility. As a result, the reliability and availability of hydropower installed capacity become a problem due to the intermittency and unpredictability of highly variable natural inflow. This article tries to analyse the suited offering efficient capacity with a reasonable offering capacity price to ensure hydropower generation entering into the market and recovering its investment.

Abstract: This paper gives a process design about the existing structure of multi-ranged piezoresistive micro-accelerometer . We Select the SOI material. Suitable process is designed for layout design, processing chip, encapsulation and testing. The result shows that the technology can achieve very good structural design requirements. Process design is feasible.

Abstract: Hierarchical monitoring is presented on smart house platforms to provide scalability, dependability and energy efficiency. Hierarchical monitoring is a scalable and generic approach for optimization and diagnostic operations in distributed embedded systems. The paper studies the design of hierarchical monitoring on smart house platforms as an example of WPANs (wireless personal area networks). We present the functional partition of hierarchical agents in a smart house, and show that the architecture can be conveniently built upon the widely used Zigbee standard. We give a qualitative discussion of the design scalability and dependability compared to the centralized monitoring. In addition, we quantitatively compare the energy consumption of monitoring communication in hierarchical and centralized architectures, with the classic free space propagation model. The qualitative discussion and quantitative analysis demonstrate the scalability, dependability and energy efficiency of hierarchical monitoring in a domestic environment.

Abstract: In this paper, we use the non-financial industries of small and medium-sized enterprises of Shenzhen exchanges listed companies during 2006-2010 as a sample, inspecting company governance free cash flow, which is leading to excessive investment or not. Further inspect if management company executives characteristics can inhibit excessive investment behavior. Empirically based on Richardson (2006)’s expected investment model, using panel data method. The results found that free cash flow is positively related to over-investment; over-investment level and the percentage of independent directors, remuneration of board of directors, the percentage of women executives are in significant negative correlation; remuneration of top three executive, independent directors allowances, master’s or higher degree of directors and senior management personnel have significant positively correlation to over- investment.

Abstract: ICTs play an enormous role in every day of human life. It involves in different services in the modern era such as it receives and manipulates information, store it, retrieve it and transmit it in digital form when require such as TV, Personal Computer, emails, robots and others digital technologies. The authors propose a CCTV surveillance system based on ICTs for crime monitoring and control of Gilgit City of Pakistan. The propose system enables the Law enforcement agency to detect any incident and monitoring whole city to control crime. Two main aspects are considered in this study, first is infrastructure model and the second is technical guidelines for implementation of a CCTV system for law enforcement agencies for public safety and security. Where important security places have been indicated and installation of camera also points out for relevant places. The area has been divided into small regions(Towns) for proper control of specific region.
